The country’s oldest National Film Awards were first presented in the year 1954. From 1973, the awards are administrated by the Indian government’s Directorate of Film Festivals. The awards were introduced to encourage and honor the films directed across the borders of India and promoting Indian art and culture. Every year the government appointed a national panel by the government to select the winning entry. And the President of India presents awards to the winners for the year. The ‘Special Jury’ award is one of the sub-categories of Non-Feature Film award which was introduced in the year 2002. The inaugural award was presented to Sonali Kulkarni for the Marathi film ‘Chaitra’. It is a short film based on G.A. Kulkarni's story ‘Chaitra’ which was filmed in Alandi village.
